Wouldn't this impact the size of the browser itself alot over time? Let's say after 5 years of existance when many new useful features were added? And would there also be sort of a committee like the TC39 (just to get the idea right)?

Well, isn't this already the case with a yearly revision of ECMAScript anyways?

I don't know.. what about a "fetch and save for later use" approach? I personally really like this idea, I'm just concerned about its scalability.
