Absolutely. It feels like someone or something to do with Node pissed him off, or annoyed him, or ranted about him, and he wrote this as a response that's purely flame.
As you say, it has very, very little substance, which leads me to think he doesn't even know enough about Node to write a thought-out post with some real points.

Very neat. It says "&! (bitandbang) is a high caliber JavaScripter who loves pushing code". I hardly ever push new code to my repos. I would suggest you put in some more low-level tiers for the second part of that statement ("who loves pushing code").
